Power quill feed won't disengage

 · The clutch is just not disengaging when the feed lever is tripped. I managed to adjust everything to where if I trip the feed lever and bump the quill down a bit it will disengage and if it hits the stop and bounces off once or twice it will disengage, but it's definitely not performing as designed.
